Educational Service Unit 4, the Nebraska Department of Education, and the Nebraska State Legislature agreed in 1998 that the School for Visually Impaired in Nebraska City would change its plans and procedures pertaining to students. The staff at the Nebraska Center for the Education of Children who are Blind and Visually Impaired then became staff at ESU 4.

ESU 4 retains a contractural agreement with the Nebraska Department of Education, and qualified visually impaired students are taught either at the NCECBVI location in Nebraska City or in their respective districts throughout the state of Nebraska.
